Soundcloud has a tool named "RepostExchange".

There is even an app for it (android and ios).
There other artists rate your music and you can rate the music of others.
You get credits for rating others and these credits you can use, to start a campaign with your songs.
If you don´t like a song you either reject it or if you like a song you can rate the song from a scale of 1 to 10.
10 is the best rating.
